    Position Title: Program Manager

    Reports To: Area Service Director
    Employment Type: Full-Time, Salary
    Location: Galax, VA and surrounding areas (On-site & field-based responsibilities)

    Position Objective:

    The Program Manager monitors, evaluates, and ensures compliance of services delivered by Direct Support Professionals (DSPs) under CCSS’s license. This includes conducting assessments, writing individualized service plans, documenting observations, and ensuring all services align with state and federal regulations.

    Essential Duties & Responsibilities:

    • Approve and write individualized service or treatment plans that meet the needs of each person served.

    • Conduct compliance monitoring activities including site visits, progress note reviews, record audits, and incident reviews.

    • Evaluate DSP performance to ensure regulatory and service compliance.

    • Meet with individuals receiving services to assess satisfaction, review human rights, and verify quality of care.

    • Assist in onboarding and orienting new DSPs.

    • Serve as a liaison with regulatory agencies, and ensure all reporting meets legal timelines and standards.

    • Ensure consistent compliance with DBHDS, HCBS, CMS, and all applicable laws and licensing standards.

    Minimum Qualifications:

    • Bachelor’s degree in a qualified Human Services field (or equivalent experience).

    • Valid Driver’s License and satisfactory driving record.

    • Ability to pass Criminal History and Child Protective Services background checks.

    • Deep knowledge of relevant federal and Virginia-specific regulations governing developmental disability services, including DBHDS, HCBS, CMS, HIPAA (45 CFR Part 164), ADA, Office of Human Rights, and related laws.

    Preferred Qualifications:

    • Certified as a Qualified Mental Health Professional (QMHP-A) with ongoing annual continuing education.

    • At least 1 year of paid experience in a supervisory role within human services.

    • At least 1 year of experience providing direction, supervision, and service plan implementation monitoring.

    Knowledge, Skills, & Abilities:

    Knowledge of:

    • DBHDS, HCBS, and CMS standards

    • Individualized service planning and person-centered practices

    • Laws and licensing regulations affecting DBHDS-licensed programs

    Skills in:

    • Professional documentation and written communication

    • Service observation and compliance evaluation

    • Building rapport with individuals with developmental disabilities

    • Analytical thinking and decision-making in service settings

    Ability to:

    • Apply complex laws and regulations in real-time service environments

    • Write professional, compliant documentation and submit timely reports

    • Independently manage a diverse workload with minimal supervision

    • Support staff development through observation, feedback, and compliance training
